Average SAT scores for the Class of 2009 college-bound seniors in Florida, below: Please note the disparety between Blacks and Whites, as well as Males and Females. I will offer Unlimited Education's Analysis:

Blacks vs. Whites
Unlimited Education Surveys, Research and Common Sense, lead us to the conclusion that Black People, overall, don't value Reading and Math Education as much as Whites. Many Black People in Urban Areas, generally value Trades or Vocations vs. College. There seem to be 3 prevailing reasons:
1. The belief among Urban Blacks that regardless of how good a Black Students grades are, he will still not be able to afford to go to or complete College, therefore, will end up in a General Labor or Trade Job, anyway.
2. The belief among Urban Blacks that even if a Black Student works hard to earn a College Degree, Institutional and other types of Racism will prevent them from getting the same opportunities as Whites, anyway. So why work hard for College.
3. The belief among Urban Blacks that these tests are unfair and biased, so they are doomed to not do well on them. So why work hard to take a test that is Socially or Racially Biased?

The Solution:
Morals, Values and Ethics Education in schools. Kids must be taught the things that way too many Parents are failing to teach. We cannot monitor all Parents in their homes, nor can we make them all become good Parents. But we do have most all children for 6 to 10 hours per day for 13 or more years.
They must, first, be taught the value of Education, Work Ethic and other Morals, so that they care enough to show up, on time, pay attention, work hard, go the extra mile to do the research and to do their homework and do it well. They must also be able to make decisions that will keep them out of trouble, off drugs, out of gangs and jail long enough to get an education. Kids must also be taught the value of the Political Process and how it operates. They must understand Government and Economics, to include Personal Economics like how to earn and maintain good credit and how to balance a checkbook.
Home Visitation and Parenting Workshops should be untilized to encourage Parents to re-inforce the same Value for education, Work Ethic and Morals at home, that are taught in school.
